Rev. Floyd R. Blair, JD., MSE., PhD.


Rev blairRev. Blair, is a highly skilled and dynamic humanitarian with several years of progressive leadership in managing diverse health, human service systems and faith based organizations. He has demonstrated personal commitment to the cause of improving the lives of individuals coupled with the determination to find creative ways to improve upon traditional structures. He is a motivational speaker, human rights activist, social entrepreneur and liberation theologian. Prior to law school, Rev. Blair served as a community organizer, educator, and human service provider with a specialization in drug addiction and HIV/AIDS counseling. He is passionate and committed to improving the lives of the least amongst us which most often are families living in poverty.  He is a founding Elder of Safe Haven United Church of Christ (Brooklyn, NY); Ordained Elder/ Upper Room Full Gospel Baptist Church Fellowship, (Brooklyn, NY. / Bishop W. Bennett); Served as Assistant to the NY Jurisdictional Bishop FGBCF (Brooklyn, NY.); Consecrated Bishop  by World Wide Bible Deliverance Church Founder, the Late Great Bishop Milton B. Perry; He served as Associate in Ministry/ Pennsylvania Ave, A.M.E. Zion (Baltimore, MD./ Bishop Dennis Proctor) and served as Servant – Leader of two congregations; Vicar of the existing “traditional” congregation at Second English Lutheran Church, ELCA and mission developer of a “new innovative contemporary congregation” at same location called Gateway Lutheran Multicultural Fellowship – an authorized  ELCA synodical ministry in  Baltimore, MD.

Blair, as he likes to be called was born in Sumter, South Carolina to a single mother of four.  He was taken and raised as a foster child in the public housing projects of Brooklyn, New York.  Despite this upbringing, he has broken the generational cycle of abuse and poverty; Blair was raised in the Deliverance/Pentecostal tradition of the Black Church but also exposed to the teachings of the Roman Catholic Church when he attended Catholic Middle School. He is an alumnus of the NYC specialized science school Brooklyn Technical High; a veteran of the U.S. Naval nuclear submarine program (SSBN 655). He graduated summa cum laude from College of New Rochelle School of New Resources; graduated w / academic distinction from Long Island University School of Education master’s  degree ; He holds a Juris Doctor and a graduate certificate in Health Law from the University of Maryland School of Law & Public Policy ;  He holds a certificate of advanced study in pastoral counseling from the Saint Francis Academy for Clinical Pastoral Training (Hartford, CT); He attended the Lutheran Theological Seminary (Philadelphia, PA) under the ELCA leadership scholarship in the Theological Education for Emerging Ministry (TEEM) and attended CEO Executive Education training at Harvard Kennedy School (Boston, MA). He is currently pursuing a Ph.D., in non-profit management & leadership from Capella University (Minneapolis, MN). Blair’s theological motto, “God has done for me what I couldn’t possibly do for myself and I humbly give thanks to God”…“I preach the Gospel, the good news, because it addresses the most serious problem that you and I have as human beings, and that problem is simply this: God is holy and God is just, and I’m not (We are not). And at the end of my life, I’m going to stand before a just and holy God, and I’ll be judged. And I’ll be judged on the basis of my own righteousness – or lack of it”
